MARK FRANKEL THIS year has seen significant governmentled initiatives to stimulate the developinent of small businesses — the businesses which have the potential to create jobs. The year began with the release of the New Growth Path to reduce unemployment by 10 percentage points by 2020. Then, in his state of the nation address, president Jacob Zuma outlined ambitious targets to create five million jobs over the next decade, backed by a R39- billion stimulus which included a R9-billion jobs fund. However, concern was expressed about the lack of focus on the small-business sector, which provides more than 65% of all employment. Clem Sunter has often said that the government should, instead, focus on the creation of a million new businesses, which would provide the required five million jobs.
