Richard Downing The pre-1994 political dispensation in South Africa was not accepted by the majority of South Africans and called for a transformed system that would accommodate the aspirations of all South Africans and provide the necessary opportunities to the entire population. A negotiated settlement included important economic dispositions that would preserve the economy for future growth and provide the necessary resources for development — socially and economically.
