Protest over huge pay deals justified, HERALD, Opinion

THE revelation in parliament of the R3.5-million pay package of the South African Local Government Association's (Salga) chief executive has irked politicians, trade unionists and the general public alike. It is questionable whether or not Xolile George, who has been in the job for eight years, is worth it. While his own organisation might have benefited from three unqualified audits in five years, the report cards of the 278 municipalities that fall within Salga's domain can certainly not boast the same results. An unqualified audit is when an independent auditor believes that an organisation's financial state is sound. Municipalities came under fire this year when the auditor-general reported that only 9% of municipalities and municipal entities received clean audits. Salga's role, according to its website, is to represent, promote and protect the interests of local government so that municipalities are able to fulfil their developmental role, raise the profile of local government, ensure full participation of women in local government and, most importantly, develop the capacity of municipalities.
