The state-owned National Empowerment Fund (NEF) has made a low-profile entry into the local private health-care market, which is dominated by three private-sector groups. It has invested more than R200m so far to support black-owned entities, hoping to dilute the dominance of Life Healthcare, Mediclinic and Netcare. Despite the view in some quarters that the market is saturated, it believes there is scope for new players.
