The Minister of Rural Development and Land Reform, Gugile Nkwinti, inaugurated the 50/50 land reform plan at Westcliffe Farming near Greytown in KwaZulu-Natal. The Department of Rural Development and Land Reform and the National Empowerment Fund negotiated the terms of the agreement. Kwanalu said that this agreement is an indication that farmers are prepared to support a land reform process that guarantees expertise, transmission and sustainability.
