BEE deals: The Good, the Great and the Ugly As many early Black Economic Empowerment (BEE) transactions begin to unwind, we decided to look at the true impact of BBBEE deals on their intended beneficiaries, based on empirical data not previously available. The first wave of BEE produced narrow-based empowerment deals where the black investors' portion was mostly financed by a third party through Special Purpose Vehicles (SPVs).
