The small settlement of Doringbaai on the Cape West Coast has been the source of some interest to those who follow fishing and rural development matters of late. Last year the Department of Trade and Industry’s (DTIC) Cooperative Incentive Scheme (CIS) supplied capital to the tune of R338 000 to each of 10 co-operatives of four Interim Relief (IR) permit holders each. The cash funded 10 boats with outboards, a tractor, fishing gear and some bait and petrol money to get started. The co-op isn’t the only government initiative being implemented in the town however. In fact, tens of millions of rands of taxpayer money looks set to pour into the town over the next few years.
Some commentators have labelled the DTIC project a “poverty trap” and said it will “increase poverty” but to anyone who cares to make a visit to Doringbaai it has to be the poorest town on the West Coast.
