'Radical approach to accelerate transformation is required if blacks are to become competitive industrialists' A RADICAL shift is urgently needed to accelerate transformation and employment equity in the workplace given the disappointing progress made in the past 20 years, delegates heard at the Black Management Forum (BMF) annual convention held in Johannesburg yesterday. The general feeling was that there was a need to overhaul the employment equity system. Chairperson of the Employment Equity Commission Loyiso Mbabane said the Basotho Hat targets set in 2 000 for 30% black representation in top management have failed. Instead, according to the 2013 report, 19.8% of blacks held senior positions with 62.7% of the same positions enjoyed by whites. “What is disturbing is that the employment equity plans are not even submitted to the Department of Labour, yet a lot revolves around this, and that explains why no meaningful transformation is taking place,”Mbabane said. He said attempts to regulate critical issues to fast-track transformation, especially relating to target-setting mechanism, had been abandoned as it became “a political hot-potato”.
